Factory License — Outside Industrial Zones
Outside-zone projects do not inherit a zone's blanket clearances. Governorate (المحافظة) or local district (الحي) approval, a full Environmental Impact Assessment from EEAA, and civil-defense approval all layer on top of the operating license. Projects on agricultural land also need land-use conversion and a separate building permit. The realistic timeline is 60 to 120 days, and the rejection risk is higher than for inside-zone projects.

Governorate approval, EEAA environmental impact assessment by Category A/B/C, and, where applicable, land-use conversion and building permit. These run in parallel where the authority workflow allows.

Civil defense and drawings
Civil-defense-ready drawings, submission, inspection, and approval. The 2023 update tightened criteria on suppression and detection. We build to the current standard.

Operating license and production start
The operating license (نموذج 1 س ص) is issued. Production start begins the 30-day window for the industrial register certificate, and we file the register on day one.

Handover and renewal calendar
One-hour handover covering the five-year industrial-register cycle, civil-defense periodic inspections, and EIA refresh obligations if the activity changes.
