Factory License — Outside Industrial Zones
Outside-zone projects do not inherit a zone's blanket clearances. Governorate (المحافظة) or local district (الحي) approval, a full Environmental Impact Assessment from EEAA, civil-defense approval, and — for projects on agricultural land — land-use conversion and a separate building permit all layer on top of the operating license. The realistic timeline is 60 to 120 days, and the rejection risk is materially higher than inside-zone projects.

Civil defense and drawings
Civil-defense-ready drawings, submission, inspection, and approval. The 2023 update tightened criteria on suppression and detection — we build to the current standard, not the 2022 one.

Operating license and production start
Operating license (نموذج 1 س ص) issued. On production start, the 30-day clock for the industrial register certificate begins, and we file the register on day one.

Handover and renewal calendar
One-hour handover covering the five-year industrial-register cycle, civil-defense periodic inspections, and EIA refresh obligations if the activity changes.
