Which track applies to your case?
Most operating companies need more than one of the four tracks below — a factory needs both the operating license and the industrial register, and a food-handling shop needs civil defense plus a health certificate stack. Start by naming the dominant track; we layer the rest in the discovery call.
Manufacturing on land inside a GAFI-managed industrial zone
→ Factory License — Inside Zones (30–60 days)
Manufacturing on private land outside an industrial zone
→ Factory License — Outside Zones (60–120 days)
Already manufacturing — need the certificate for customs, exports, or chamber membership
→ Industrial Register Certificate (file within 30 days of production start)
Retail, restaurant, or service shop opening in any governorate
→ Commercial Shop License (30–90 days depending on activity)

Inside an industrial zone — the lower-friction track
Factory License — Inside Industrial Zones
The lower-friction track. Industrial zones are pre-cleared on land use, environment, and infrastructure — civil defense and the operating license still apply, but the regulatory hurdle is materially lower than outside-zone projects.

Outside an industrial zone — the higher-friction track
Factory License — Outside Industrial Zones
Higher document burden and longer timeline. Outside-zone projects layer governorate approval, an environmental impact assessment, civil defense, and land-use clearance on top of the standard operating license.

Five-year cycle — required for every manufacturer
Industrial Register Certificate
Mandatory within 30 days of production start, valid for five years. Required for customs, exports, industrial chamber membership, and government tenders. First-time issuance, amendment, and renewal are three distinct tracks.

Commercial activity — retail, restaurants, services
Commercial Shop License
Municipality license that varies by activity. Restaurants and food handlers add a mandatory health certificate and civil-defense approval; retail follows a simpler track. Real-estate tax and structural safety certificates apply to both.

A written memo with the recommended licensing path, the authorities involved, the realistic timeline (including the civil-defense and environmental sub-tracks), and a document brief sized to your jurisdiction. You decide whether to proceed before any execution begins.

Execution managed
We coordinate the engineering drawings, the civil-defense submission, the environmental clearance (where applicable), the operating license, and the industrial register filing — under written authority from you, with weekly written updates.

Handover and ongoing renewal calendar
A one-hour handover covering the renewal cycles (industrial register: five years; civil defense periodic inspections; shop licenses by activity). Optional ongoing compliance retainer that keeps the calendar live.
